Directive 017 Required for Measurement Compliance

Did you know that the Alberta Energy and Utilities Board (EUB) requires all oil & gas producers to accurately measure, report, and maintain a minimum amount of oil & gas flow related data to produce in the province of Alberta?

In an effort to consolidate and provide producers one simple document on the requirements of volumetric calculations and data retention the EUB started a guide called the measurement manual. About 2003, the EUB recognized the need for this information to be published and made available to all producers. January 2005, this guide turned into Directive 017, a work in progress style document that will have additional chapters added as they become available.

As stated on page 3 of Directive 017, the intent is:

  • what and how volumes must be measured,
  • what, where, and how volumes may be estimated,
  • if accounting procedures must be performed on the determined volumes and what they are,
  • what data must be kept for audit purposes, and
  • what resultant volumes must be reported to the EUB

If you are adding production into an already existing SCADA or measurement system, or you need a new SCADA system, you should be familiar with the latest EUB requirements. At Spartan Controls we have a team of Field Automation experts available to help you with your measurement or SCADA requirements including Directive 017 compliance.
