An Electrical Safety STANDATA Information Bulletin of October 2007 CEC-18 [rev-9] describes one possible way for customers to eliminate the need for Secondary Seals when installing devices that are connected to flammable fluids (gases or liquids).  Spartan's interpretation of this is that installation of devices without secondary seals may be permitted if a professional engineer can justify, to the satisfaction of the local inspector, that it is safe to do so.  See detailed wording below and in the full Information Bulletin.

Please note that Spartan continues to work with the manufacturers to get products tested and certified to meet current requirements without the need for additional seals (status listed on website). 

Note:  Spartan cannot determine when secondary seals are required; that is subject to  interpretation of the CEC by the engineers, installers and local electrical safety inspectors.

Finally, the Information Bulletin and all the variances we have seen are for Alberta only.  We understand that Saskatchewan and BC are following the CEC to the letter of the law, i.e. no variances allowed.

CANADIAN ELECTRICAL CODE 
SUBJECT: Section 18 – Hazardous Locations
Rule 18-006 Division of Class I Locations  

(The following is from the bottom of page 8 and the top of page 9):

 "If the probability of the following three situations is remote:  

1.  a primary seal fails; and

2.  flammable fluids enters the conduit or cables system and flows into non-classified areas; and

3.  an ignition source is present;

     then justification can be made by engineering professionals for the elimination of the   
     secondary seal."
